HTS Classification Audits
A periodic HTS classification audit is like a physical….it’s a snapshot of your overall classification “health”. If you handle your HTS compliance in-house, you periodically need to audit random samplings of  service parts for HTS accuracy and consistency, especially if you participate in CBP’s ISA or Trusted Trader programs.   Even if you already use another outside firm to perform these periodic audits, I can offer a second opinion.  And if you currently use an outside firm to assign your HTS codes, there’s certainly no harm in checking up on the work they are doing.  I know exactly where to look, so in either case, I may just find something the other guys missed……and you’ll wonder why you were using them in the first place. 

HTS Classification Binding Ruling Requests
I'll admit I'm a bit obsessed with rulings, which is part of the reason why I created the AutoRuling Database Platform. Developing a solid argument for a specific classification sometimes becomes more of an art than a science.  Whether it’s an initial filing or a reconsideration request, I’ll draft a persuasive argument based on in-depth research and solid analysis.  I'll also draw upon my database of over 1000 rulings that I have studied and compiled over the years.

HTS Classification Knowledge Base Design and Maintenance
An HTS knowledge base is really just today’s interactive version of a classification decision tree. I've designed literally hundreds of knowledge bases for classifying a wide variety of commodities. It’s not just a simple matter of transferring information from the HTSUSA into a different format.  The challenge is to incorporate advanced classification concepts into a linear and intuitive progression of decisions, and to do it presciently so that future amendments do not compromise the integrity of the design or results. If you manage your HTS classification program in-house, a customized comprehensive knowledge base will increase the efficiency and accuracy of your HTS assignments. If you use an outside firm to manage your HTS classification program, the same knowledge base will serve as a valuable tool for verifying the accuracy of the classification work they are doing for you, or for other internal classification audits.

Database Maintenance
Your database is at the core of your import operations.  It’s where all the assigned HTS codes and other compliance data for all of your imported merchandise resides.  These are the same HTS codes that will eventually end up on your entry paperwork (or at least, they should!).  Presumably, a lot of good research and analysis went into assigning those HTS codes, so it’s imperative to maintain their integrity.  HTS codes will need to be changed from time to time, for a variety of reasons (e.g. ruling revocations/modifications, HTSUS changes, etc.). CBP will frown upon you if you change something you shouldn’t, or don’t change what you should.  Accurately defining the scope of HTS changes and their effect on your database is crucial.  Just as important is making sure that the justification for any change is well-documented. I can assist you with this.

The Auto Ruling Data Base Platform
This unique service was designed to benefit members of the automotive trade.  But really, it’s a valuable tool for anyone who has an interest in HTS classification.  Each month, I identify published classification binding rulings that are relevant to the automotive trade.  I review each ruling for HTS accuracy and provide my professional opinion of the result.  In addition, I provide a basis (e.g. GRI and Section/Chapter Notes) to support the assigned HTS.  All ruling information is stored in the ARDB Platform, which includes a variety of powerful tools for searching and organizing.  The Platform is constantly growing, and you can even add your own rulings to the platform.
